* Resimplify typesVersions format

Matches microsoft/definitelytyped-tools#572

The current, less-obvious format works around a bug in Typescript 4.9
and earlier. That's fixed in 4.9, and was in any case only relevant when node types
needed to refer to 4.9 before it had shipped.
